Traditional metrics have tended to measure the performance of the IT development function in terms of "Time To Market"; but in the current real-time competitive environment, it is the time it takes to react and respond that counts. In this context, engage drives the timescales for the organisations’ "Time to Response", through an open, flexible software framework (supporting a Services Oriented Architecture) and a disciplined development process that embraces change (rather than defends against it).

IT practices perpetuate inefficiency through the rigidity of linear development processes, inflexible change management and complex legacy tools that all combine to constrain. This rigidity strangles innovation and affects business’ ability to compete in a world where change is relentless.

The benchmark for a modern IT function is not how fast it can meet the needs of the business (often referred to as “time to market”) but how well it consistently responds to the changing needs of the business function and helps drive new capabilities (through applications) that support the organisations need to anticipate and react to emerging threats and opportunities.

IT should be seen to aggressively drive the organisation’s ability to compete at a strategic level. We call this “time to response.”
